No, this is not a cell phone based system. You can dial cell phones but it must have a dedicated POTS line.

It does not work all the time. Sometimes people try to get in and ring from downstairs but it doesn’t ring upstairs to the apartment, then sometimes when you press number 9 to open the door the door doesn’t open.
